1. Planning and Design • Provide a conceptual project plan, including the proposed route of the pipeline and intended service areas. • Provide a comprehensive project timeline for distribution to all stakeholders. • Conduct site assessments, route analyses, and environmental studies. • Prepare detailed engineering plans, specifications, and cost estimates for construction and operation. • Identify all required permits, licenses, and approvals and coordinate with relevant state and federal regulatory agencies (e.g., FERC, PHMSA). 2. Construction and Installation • Install pipelines, metering and regulating stations, valves, service connections and all related appurtenances. • Conduct integrity testing and ensure full compliance with applicable safety standards. • Minimize impacts to existing infrastructure, businesses, and residents. • Obtain all required permits, licenses and approvals. 3. Commissioning and Operations • Develop and implement commissioning procedures. • Provide operations and maintenance services for a minimum of 30 years. • Establish emergency response and system reliability protocols. 4. Training and Community Engagement • Provide basic operations and maintenance training to designated County personnel. • Identify and engage stakeholders during design and construction processes. • Conduct public education and awareness activities focused on safety and energy efficiency.
