The Department of State’s (DOS) National Foreign Affairs Training Center (NFATC) is the U.S. Government’s primary training institution for officers and support personnel of the U.S. Foreign Affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in the United States (Washington). At the George P. Shultz National Foreign Affairs Training Center (NFATC), the Bureau of Personnel and Training Executive Office (PERT/EX) supports NFATC Directorates in developing and delivering technology-mediated training including eLearning multimedia courses, products, materials, and related-services. Additionally, PERT/EX operates NFATC’s onsite library called the Stephen B. Low Information Center (or “Information Center”).
The NFATC Information Center supports the instructional and research programs of the staff members of the Department of State’s National Foreign Affairs Training Center (NFATC) and of approximately 50,000 NFATC students and researchers annually. The Information Center falls under the auspices of PERT’s Executive Office (PERT/EX) which in addition to the Information Center (IC), develops custom web-delivered eLearning multimedia courses, products, materials, and related services; supports several multimedia training computer labs primarily used to supplement training in 70 languages; and provides recording and media duplication services.
The U.S. Department of State's NFATC intends to establish a single award Blanket Purchase Agreement (BPA) for Library Support services. The period of performance for this BPA will be September 29, 2025 through September 28, 2026, followed by 4, one-year option periods, ending on September 28, 2030, and one 6 month option, exercised at the discretion of the Government. .

The Offerors shall submit all proposal volumes email directly to Contracting Officer Jane Paek, PaekJ@state.gov and TaylorAM2@state.gov with the Subject Header "RFP: 19FS1A25R0007 Proposal NFATC Information Center" no later than Friday, September 12, 2025 at 12:00 PM EST.
