Request for Information (RFI) Sources Sought Notice subject to FAR clause 52.215-3 entitled "Request for Information or Solicitation for Planning Purposes, " this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experiences sources to provide a Billing Data Analysis and Report business intelligence in support of Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT) Financial Management Department. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. The Government has determined the supplies and services are commercial items as defined in FAR 2.101. Interested parties are encouraged to respond to this RFI/Sources Sought Notice.
Scope
The primary objective of this requirement is to provide NCTAMSLANT FM Dept with a 1- year subscription supply to a web-based billing analysis commercial off the shelf (COTS) product and associated web-based product training and helpdesk technical support that are designed to allow NCTAMSLANT FM Dept to continue to meet the Department of Defense (DOD) and Department of the Navy (DON) Financial Improvement and Audit Readiness (FIAR) requirements, as well as those internal requirements as outlined in COMNAVIDFOR M_2066.1. This requirement is necessary to ensure NCTAMSLANT N00FM BCO Billing Branch has an automated and systematic method of processing external and internal data related to telecommunications billing for the purpose of reporting and analytical capabilities via a SQL compliant database to aggregate data from data sources to a configurable business intelligence software platform that users interact with via their web browser.
NCTAMSLANT Billing Branch personnel imports multiple different data sources into the current platform, which is then processed via specifications identified by the agency. A multi-user, highly scalable software solution will compile numerous billing inputs received from various vendors and then sort, categorize, and distribute data as needed by any approved NCTAMSLANT command/unit and /or user.
Any potential contract resulting from this RFI/Sources Sought Notice si anticipated to be a Firm Fixed Price (FFP) contract. See the draft list of specifications posed with this notice for additional details.
The anticipated delivery date for this is 28 September 2025. This will be a one-year base subscription contraction.

Documentation of technical qualifications and authorized reseller letters must be present in suggestion detail for the Government to determine that your company possesses the necessary capabilities contained in this notice.
6. Indicate if your company can be a prime contractor for this effort or, if whether your company can be a subcontractor. If subcontractors are to be used, provide the anticipated percentage of effort to be subcontracted and if a small or large businesses will be used.
