The Norfolk District, U.S. Army Corps of Engineers, is anticipating a future procurement for a Firm, Fixed Price Construction contract for Milford Haven Federal Navigation project, located in Mathews County, Virginia.
Description of Work:
The U.S. Army Corps of Engineers Norfolk District is seeking qualified and experienced firms capable of performing jetty maintenance and maintenance dredging of shoaled areas from the Milford Haven Federal Navigation Channel located in Mathews County, Virginia.
The jetty maintenance will consist of removing the existing stone from approximately 330 linear feet of jetty, driving vinyl sheet piles along the centerline of the jetty to a depth of -14.0 feet mean lower low water (MLLW), installing new bedding and armor stone, and increasing the elevation of the jetty to +6.0 feet MLLW. The armor stone will be VDOT Type I and the bedding stone will be VDOT Class AI.
The dredging will consist of dredging approximately 25,000 cubic yards of sandy material from the 200-foot-wide channel between Stations 32+50 and 45+90 to a required depth of -10.0 feet MLLW with 1-foot of allowable overdepth, for a total project depth of -11.0 feet MLLW in the pay prism. Dredging will be conducted by either hydraulic pipeline or mechanical dredging. Material from dredging shall be beneficially reused at beach placement sites both north and south of the channel. The first placement site, Narrows Point, is located approximately 500 feet north of the channel and will accommodate the placement of approximately 4,000 cubic yards of material. The second placement site, Queens Creek, is located approximately 2,500 feet south of the channel and will accommodate placement of approximately 21,000 cubic yards of material.
The contract is anticipated to be structured with a Base Bid only. The Base Bid will include mobilization and demobilization of all necessary equipment to perform the work.
In accordance with FAR 36.204(g), the estimated construction price range for this project is between $5,000,000 and $10,000,000. NAICS Code 237990 – Other Heavy and Civil Engineering Construction applies.
The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
Construction Time:
The work will commence within 30 calendar days of receipt of Notice-to-Proceed (NTP); construction period of performance will be approximately 300 calendar days from issuance of the NTP.

The following confidential survey questionnaire is designed to apprise the Corps of prospective dredging contractors' project execution capabilities. This Sources Sought should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issues a contract, or result in any claim for reimbursement of costs for any effort you expand responding to this request. No solicitation is currently available. The Government will utilize this information in determining an acquisition strategy.
