Specifications include, but are not limited to:All work connected with the Contract resulting from this solicitation will be performed within the United States of America. No information obtained in connection with this Contract will be transmitted electronically or by any other means outside the United States of America. A. The Contractor shall furnish all labor, supervision, equipment, and tools, as necessary to provide error free Medical Transcription Services. The Contractor shall record, transcribe, and electronically transmit MER and CE reports to the dictating physician. Contractor shall fax, mail or provide electronic access to a copy of the MER or CE transcribed reports to the dictating physicians based on the physician’s preference. If transcribed reports are mailed, they shall include the original and one copy at the choice of the dictating physician. Reports shall be faxed, mailed or electronically transmitted the same day the report is transcribed. B. The Contractor shall furnish all labor, supervision, equipment, and tools as necessary to transmit copies of all CE and MER transcriptions, and daily production logs to the DDS regional offices in accordance with the provisions listed below. Contractor shall transmit the processed transcribed reports to the appropriate Agency office. All transcriptions shall be faxed to each DDS regional office using the corresponding toll-free fax number or electronically transmitted via the Social Security Administration’s (SSA) Electronic Records Express (ERE) secure website. C. All work connected with the Contract resulting from this solicitation will be performed in a secure environment which can be monitored and/or “audited” by the Contractor and/or DDS. DDS maintains the right to conduct periodic onsite visits/reviews to ensure compliance with Contract specifications and procedures. D. The Contractor shall provide one separate central dictation system that is continuously accessible 24 hours a day, seven days a week, for the exclusive use for dictation generated by the Commonwealth of Virginia DDS. a. The Contractor shall have at a minimum four (4) dedicated telephone lines for receiving work under the Contract resulting from this IFB. The telephone lines shall be in sequential hunting order for the next available open telephone line to receive dictation. The central digital recorder ports, which are attached to each telephone line, shall be state-of-the-art with all control features: start /stop, pause, listen, and operator call available to the dictating physician. The central recorder shall have an automatic busy feature. Line down or equipment malfunctions will direct the call to the next access port that is operational. The Contractor shall notify DDS within one hour of discovery that a system or telephone line problem exists that inhibits the dictation/transcription process. The Contractor shall also notify dictating physicians of system or telecommunication problems. The Contractor shall notify DDS and dictating physicians that the problems have been resolved.
