The selected firm will work closely with VSA, its customers, and other stakeholders to deliver a phased development strategy for MARS. The Master Plan will include, but not be limited to: • Develop high-level and holistic master plan for the Mid-Atlantic Regional Spaceport. This will include analysis of existing assets and properties, as well as potential future capabilities of each. Comprehensive plan shall consider aspects of development including but not limited to increasing launch demand, interdependencies/limitations of sites, utilities and infrastructure, transit of large componentry/hardware, environmental concerns, hazards, coordination with external stakeholders, rezoning requirements, etc. These projections will extend across a 20-year horizon and shall identify opportunities in a phased approach to optimize the portfolio. Long-term growth of MARS, including its various facility and property assets, operational efficiency, redundancy, resiliency and strategic goals shall be emphasized. This timeline will include recommendations for optimization, consolidation, and expansion as applicable, ensuring property footprint remains agile and aligned with MARS future direction. o A phased development approach, land use planning, infrastructure analysis, and utility planning for an approximate 610-acre, VSA-owned greenfield site located adjacent to the National Aeronautics and Space Administration (NASA) Wallops Flight Facility main island gate. The site will be optimized for operational and logistical uses, while also maintaining sustainable environmental stewardship. The intended land use plan includes operational support facilities, administrative facilities, logistical support facilities, dedicated green spaces, buffer zones, and stormwater management areas, and intraproperty roads, utilities, and shared spaces. o A phased development approach for a 150,000 sq. ft. facility, and approximate 54 acres of connected property, with consideration for multi-tenant and multi-mission operations...
