Specifications include, but are not limited to: a. Original solutions for the marketing of Hampton and its tourism/arts partners HCVB’s mission is to increase room night sales in Hampton hotels and increase visitation to our retail, dining and attraction venues, thus producing revenue for the City of Hampton through the generation of tax dollars. The mission of HCHAC is to produce cultural and performing arts programming that enhances the quality of life for residents and visitors in Hampton. Intelligent graphic design and provision of creative work designed to specifications for print, digital, billboard and broadcast placements are necessary. The level of creativity and quality of work are priority considerations. b. Selected Vendor will collaborate with HCVB and HCHAC to begin strategizing of the media plan in February 2018 for future fiscal year (and each year thereafter in accordance with contract term); confirm plan in early spring, confirm advertising budget by April/May; place media plan for the following fiscal year on a quarterly basis, beginning May/June. When advertising strategy is developed, attention must focus on the following calendar year’s spring/summer season as priority. c. Since both HCVB and HCHAC are currently working with an agency of record until the decision is made on this RFP, there may be overlap with some media previously committed for the first, second and third quarters of calendar year 2018. The currently-contracted agencies will continue to service those placements until obligations are fulfilled, and the newly-selected Vendor will work with any and all new placements going forward. d. Print, Electronic and Broadcast Media Planning and Placement will be completed by the Vendor with guidance and approval from HCVB/HCHAC. HCVB/HCHAC require the professional design talents of Vendor for print, digital, broadcast and display marketing product; production of advertising and marketing campaigns, and the placement/implementation of agreed upon media plan, unless advised otherwise. Vendor is required to reserve advertising placements, adjust advertising materials to placement specifications, deliver City-approved artwork to media outlets, process vendor invoices and payments, among other requirements and responsibilities.
