This solicitation is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the FAR 13.106-1(b)(1)(i) using procedures at FAR Parts 12 and 13.
Navy Maritime Operations Centers (MOCs) were developed as an Operational-level of War (OLW) Navy component commander (NCC) and numbered fleet commander (NFC) warfighting capability to be organized, trained, manned, and equipped to support commander’s decision-making and set conditions for operational command and control (C2) of naval, joint, and combined forced. The Chief of Naval Operations (CNO) established the MOC Standard to deliver fully interoperable MOCs that can execute common missions, functions, and tasks (MFTs) in support of combatant commanders.
The primary objective of this requirement is to provide a broad range of technical services to support force development, and address warfighting capability and systems wholeness gaps across the spectrum of OLW/MOC functional areas by coordinating and tracking OLW/MOC stakeholder efforts and provide expert recommendations to advance future OLW/MOC warfare capabilities. Tasks include, but are not limited to, the overall management of FMSC Requirements Working Group (WG) activities - to include development of objectives, agendas, conference planning, scheduling, facilitation, and recorded summary of key findings, recommendations, and decisions; production of the OLW/MOC Integrated Prioritized Capabilities List (IPCL), from initial development to signature; and development of gap solutions, in coordination with MOC stakeholders, for Program Operating Manual (POM) submission.
Performance consists of a four-month base period of performance.
