The Fairfax County Department of Public Works and Environmental Services (DPWES), Wastewater Design and Construction Division (WDCD), is soliciting Statements of Qualifications from professional engineering firms to provide planning, detailed design, permitting, and construction management services for the Magnolia Lane Capacity Improvements Project located in the Mason District, Alexandria Sewer shed. This project will upsize approximately 3,492 linear feet of existing gravity sewer ranging from 8-inch and 10-inch diameter pipes to new 12-inch and 16-inch pipes along Magnolia Lane, extending from Manhole 061-4-203 to the Holmes Run Stream Interceptor (Manhole 061-4-004). The improvements are required to address capacity deficiencies. The selected consultant will assist WDCD in developing and implementing a comprehensive engineering solution to accommodate projected flow demands, mitigate hydraulic bottlenecks, and ensure long-term service reliability. Services will include, but are not limited to: • Project management and coordination • Quality assurance/quality control and health and safety planning • Alternatives analysis, preliminary engineering report (PER), and cost-benefit evaluation • Detailed design of gravity sewer upsizing, including trenchless and open-cut methods • Development of construction phasing and bypass pumping plans • Preparation of design drawings and specifications in accordance with Fairfax County standards • Geotechnical investigations, soil and groundwater evaluations, and trench stability assessments • Surveying and utility designation/verification • Coordination of property acquisition and preparation of temporary and permanent easement plats • Permitting with VDOT, VMRC, DEQ, FCPA, and other applicable agencies • Development of traffic control and maintenance-of-traffic plans • Cost estimating, construction scheduling, and bid-phase support • Construction management support, including submittal review, RFI responses, inspection, startup, and record documentation • Public outreach and coordination with impacted residents, property owners, and HOAs • Development of sustainable design elements in alignment with the Fairfax County Environmental Vision
