This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.302-1(d).
The Technology Application Program Office (TAPO) is conducting market research in support of the requirement described in this announcement. The objective of this market research is to identify potential sources and if there are small business sources capable of performing the requirement.
The Government will use the information received for acquisition planning purposes. Source responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date or whether full and open competitive procedures should be utilized.
This notice shall not be construed as an RFP or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
The Technology Applications Contracting Office anticipates contracting on a sole source basis with Parker-Lord for the non-recurring engineering support, development of trade studies for modification of the existing IVCS system installed on the MH-47G Chinook, including integration and flight testing, full-scale production and comprehensive support.
Specifically, we are seeking vendors with demonstrated experience in:
- Improved Vibration Control System Trade Study Support: Using accelerometer data from flight tests to refine and iterate the exciting vibration damping models in multiple flight regimes for the MH-47G.
- System Design & Production: Design and manufacturing of modifications to the IVCS system hardware and software to meet specified requirements.
- Legacy IVCS Upgrade: Ability to provision and install instructions and software updates to bring Legacy IVCS systems to an upgraded configuration.
- Program Management: Oversight and integration of all program elements, including logistics, documentation, performance reporting, budget management, risk management, and schedule adherence.
- Sustainment Services: Configuration and obsolescence management, documentation, engineering services, for fielding and integration and technical support to ensure operational readiness.
NAICS Code: The Agency has tentatively assigned North American Industry Classification System (NAICS) Code 541330, Exception 1 – Engineering Services: Military and Aerospace Equipment and Military Services.

Late responses will not be accepted. This is strictly market research, and the Government will not entertain any questions at this time.
Qualified sources shall submit their capability statement not to exceed 10 pages in length demonstrating the source’s qualifications to perform the non-recurring engineering support, development of trade studies for modification of the existing IVCS system installed on the MH-47G Chinook, including integration and flight testing, full-scale production and comprehensive support. The documentation shall address, at a minimum, the following:
