Specifications include, but are not limited to: The Successful Offeror shall develop and implement a two-tiered approach to reducing continued larcenous behavior of juveniles either referred by the 14th CSU or by Court order. a. Tier One referrals are generally for juveniles with a concealment, alteration of price tags, or petit larceny from a commercial establishment, as opposed to theft from a person. Juveniles must have the ability to function in a group setting. b. Tier Two referrals are generally for juveniles with offenses that may include but not limited to: Credit Card Fraud, Grand Larceny, Felony Larceny, Petit Larceny from a person or after previous diversion or conviction for any moral turpitude related behavior (lying, cheating or stealing) or a property crime, the victim of which is an individual (as opposed to a commercial entity). c. Juveniles must have the ability to function in a group setting. Unless court ordered, there shall be no weapon involved in the commission of the larcenous behavior with any of these juveniles. d. Parental participation and involvement shall also be a requirement of both programs and the same parent/guardian must attend all required sessions. e. Participation in either of these programs does not preclude an order or referral into community mental health services for these juveniles who may benefit from therapeutic intervention to address behavioral issues beyond the scope of this program.
