This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is a Small Business set-aside under NAICS code 812320 size standard of $8M. An Offeror’s submission of a quote does not constitute a contract or authorize work to begin. This document is not legally binding and does not commit the US Government in any way.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20231030.
In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.

Basis for Award: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are listed in no specific order of precedence and will be used to evaluate quotes:
- Technical
- Price
- Past performance

- Q&A Attachment has been added
- Evaluation criteria; removed "Delivery" factor
- CLIN 0002 - removed; Only one pick up and one delivery is sought.
- PWS v1.1 - attachment with updates to sections 4.3, 5.4, and 5.5 was added.
- This is not dry cleaning. The following are the instructions for the MCUU:
- Washing – Machine wash using Permanent Press Cycle or Hand wash using mild detergent that does NOT contain optical brighteners. Rinse completely. DO NOT USE CHLORINE BLEACH.
- Drying – Tumble dry and remove immediately from dryer. To drip dry, remove from water and place on hanger.
- Ironing – Light Ironing if needed. DO NOT STARCH or COMMERCIALLY HOT PRESS.
