Specifications include, but are not limited to: 2.1The successful Offeror/Contractor must provide services in compliance with all applicable Federal, State and Localcodes, laws, regulations, requirements and standards governing the responsibilities for providing land acquisitionconsulting services.2.2The Contractor shall provide all labor, materials and transportation necessary for providing land acquisitionconsulting services on an "as needed" basis in accordance with the minimum requirements stated within thissolicitation. Task orders assigned under the resultant contract may include, but will not necessarily be limited, to thefollowing:A.Locating parcels of land within Hanover County suitable for the use specified by the County based ongeneral location and general criteria provided by the County. These criteria may include needs assessmentfeasibility studies route studies (considering existing/planned utility improvements transportationconsiderations zoning/rezoning and other permitting considerations land availability estimated acquisitioncosts)B.Providing airport land acquisition and relocation assistance services in accordance with proceduresspecified in 49 CFR Part 24 (Uniform Relocation Assistance and Real Property Acquisition for Federal andFederally Assisted Programs), FAA Order 5100.37, as amended (Land Acquisition and Relocation forAirport Development Projects), FAA Order 5100.38, as amended (Airport Improvement Programhandbook) and FAA Advisory Circular 150/5100-17 (Land Acquisition and Relocation Assistance forAirport Improvement Program Assisted Projects)C.Preparing estimates of land value. Coordinate property appraisals and review appraisals by MAI or SRAqualified firms approved by the County.D.Acquiring of easements and rights-of-way and preparing of documents needed for vacation of easementsand rights of way, abandonment of state maintained roads, and other similar actions in a manner prescribedby the County
