Investigation and Remediation Phases (Upon Request by DEQ): Perform each (as applicable/as required per petroleum release/discharge Site) of the following basic phases of investigation and remediation phases (and associated services; refer to Section IV.C / Investigation and Remediation Service Requirements) for releases/discharges of petroleum under Articles 9 and 11 of the Virginia Code: a. Emergency Response; b. Initial Response/Initial Abatement; c. Release Investigation; d. Site Characterization; e. Site Characterization Addendum; f. Post Site Characterization Monitoring; g. Interim Corrective Action Plan Implementation; h Corrective Action Plan Development; i. Corrective Action Plan Addendum; j. Corrective Action Plan Implementation; k. Tank Closure; and l. Site Closure. 2. Services: Perform each of the following “State Lead” services, as applicable / as required per petroleum release site: a. Conduct hydrogeologic site investigations to determine the sources, severity, and extent of petroleum contamination; b. Develop risk and remediation assessments; c. Develop corrective action plans; d. Implement cleanup measures for a site; e. Properly close petroleum storage tanks; f. Conduct release investigations; g. Take initial abatement measures; h. Provide alternate water supplies (AWS); i. Conduct emergency responses; and j. Complete complex fate and transport modeling
