Specifications include, but are not limited to: The Virginia Department of Transportation (herein referred to as “VDOT”), an agency of the Commonwealth of Virginia, is soliciting bids from qualified firms to provide equipment with experienced, licensed operators to perform snow and ice removal services on VDOT maintained Interstate routes, and entrance and exit ramps throughout Wythe County of the Bristol District, in accordance with the specifications contained herein. Snow Removal season is defined as October 15 of each year through April 30 of the following year.; Zone D: I-81 Wythe County from mile marker 73 to mile marker 87.3 and I-77 Wythe County mile marker 33 to mile marker 24.2; The Contractor(s) shall provide the snow removal equipment listed with experienced, licensed operators, fuel, tools, parts, supplies, and all incidentals as necessary for safe and efficient snow removal operation. The work will consist of, but not be limited to, snow and ice removal from VDOT maintained Interstate roadways, including all paved crossovers, entrance and exit ramps, and as directed by the Contract Administrator or designee. Work shall be performed on an as needed basis on Interstate Routes in the Bristol District.; 1. The Contractor shall possess or have available, at the time of bid closing, and throughout the term of the contract, the vehicles and equipment necessary to perform the work under the terms of this contract. The equipment offered by Bidders shall be of equal size, or larger, as specified on the bid lines and within the specifications of this IFB, suitable for the intended purpose and provide the same or approved equal specifications and capabilities. For each piece of equipment offered, the Contractor shall provide experienced, licensed, and qualified operators. VDOT in its sole discretion shall determine whether the equipment offered by Bidders is considered equal to that named herein. All bidders shall include a completed Attachment C, with their bid. Each piece of equipment to be utilized under this contract, the year, make, model, identification number, capacity and complete description must be listed on Attachment C, this includes any proposed subcontracted, leased or rented equipment.; 2. During the Snow Removal Season, October 15th of each year through April 30th of the following year, when winter weather is possible, the Contractor shall have all equipment fully operational, licensed, and insured (see General Term and Condition T) for the initial term and each subsequent term. Failure to have each piece of equipment fully operational, licensed, and insured may result in forfeiture of the mobilization payment.; 3. The Contractor shall provide, in writing, the method of fueling and re-fueling equipment while in the performance of services. This method (or list) must be submitted to the VDOT Contract Administrator within five (5) days from the date the contract is awarded and by October 15th each year thereafter. VDOT reserves the right to deny the proposed fueling methods, offer alternative recommendations, or deny payment if timeliness of services is delayed beyond half an hour as a result of fueling issues.; 4. The Bidder shall complete and submit Attachment B Normal and Emergency Contacts to provide a list of their primary and emergency contact information related to this contract. This list shall include, but is not limited to, company contact names, telephone numbers, and email addresses for VDOT usage anytime to include routine business hours, weekends, nights, and holidays. Changes or updates to Attachment B shall be submitted to the VDOT Contract Administrator as changes occur during the winter season to ensure that VDOT has a means to contact the Contractor before and during snow events.; 5. The Contractor is expected to have a mechanic available during snow removal operations to keep their equipment in proper working condition.; 6. The Contractor shall be responsible for repairing any damage to VDOT property as a result of the actions of the Contractor’s equipment or operators.; 7. The Contractor shall have available the minimum number of trucks to meet the requirement as stated on the Bid Pricing Schedule. The number of trucks to be mobilized will be directed by the Contract Administrator or designee based on the level of response required for each event.; 8. If the Contractor owned spreader breaks down with a load of chemicals in it, the Contractor shall be responsible for providing the personnel at their own expense to remove the chemicals from the spreader.
