1. Greensville County Public Schools (GCPS) is seeking proposals for Dedicated Internet Access (DIA) and/or Wide Area Network (WAN) Data Transport service. Offerors may submit proposals for DIA, WAN Transport, or both services. The applicant will evaluate DIA and WAN Transport opons independently and will award each service type to the most cost-effecve response. a. If the Offeror’s proposed pricing is dependent on being awarded both DIA and WAN Transport, this must be explicitly stated in the proposal. b. Vendors offering pricing that is dependent on winning both DIA and WAN transport will ONLY be awarded a service, if they have the highest scoring bid for BOTH services. c. Vendors offering pricing dependent on winning both services, are also encouraged to submit independent pricing for each service type. Subming independent pricing will provide these vendors an opportunity to win one of services if their bundled pricing does not win both categories. 2. OPTION 1: Dedicated Internet Access (DIA) a. GCPS requires a minimum of 5 Gbps download x 5 Gbps upload fully managed Dedicated Internet Access with Transport service to the Network Operaons Center (NOC) locaon specified in Aachment F. Service providers are requested to submit offers for incremental bandwidths from 5 Gbps up to 10 Gbps. b. Offerors must provide stac IP pricing. c. Offerors must provide router lease opons and pricing. 3. OPTION 2: Wide Area Network (WAN) Data Transport a. GCPS requires a minimum of 1 Gbps download x 1 Gbps upload fully managed Transport connecons between the NOC locaon and Wide Area Network Transport locaons listed in Aachment F. Service providers are requested to submit offers for incremental bandwidths from 1 Gbps up to 10 Gbps. b. To be considered, offers for Transport service must include all listed WAN locaons. c. Pricing provided for WAN connecons shall be presented as total cost for both endpoints (A and Z) per circuit. 4. FOR ALL SERVICES (OPTIONS 1 AND 2) a. Symmetrical bandwidth is required for all connections. Asymmetrical services will not be considered. b. Service is required by July 1, 2025. c. GCPS will award a contract with an initial term of no more than 36-months (July 1, 2025 – June 30, 2028). d. GCPS requests the option of five (5) annual renewals, each to align with the E-Rate funding cycle, July 1 – June 30. e. All proposed soluons must be within the specified bandwidth range to be eligible for consideraon. In addion to the specified minimum and maximum bandwidths, Service Providers are encouraged to offer a variety of bandwidth opons within this range. Refer to Aachment F for the requested service levels. If the exact bandwidths listed are not available, vendors should include their closest comparable service level for consideraon. f. Submissions meeng any of the three (3) numbered criteria WILL be disqualified. i. Soluon does NOT offer at least the minimum bandwidth. ii. Soluon does NOT offer bandwidth dedicated to the applicant but instead, the bandwidth is dependent on the number of other customers on the network or some other factor that does not, generally, guarantee the minimum bandwidth as a commied informaon rate (CIR). iii. Soluon includes caps on data usage or slows speeds based on data usage or other factors.
