Richmond International Airport (RIC) is seeking to replace or upgrade the existing Identity Management System (IDMS). The primary objectives of the IDMS are: • to enforce business rules for badge issuance; comply with the Transportation Security Administration (TSA) regulations and Security Directives (SD) • to reduce manual, time consuming, error prone, and duplicate data entry in multiple standalone systems • to improve customer service • to achieve paperless process At a minimum, the IDMS shall integrate with the following systems: • Designated Airport Channeling Service (DACS) provider (AAAE TSC) for STA, CHRC, RAPBACK security checks • fingerprinting capture for CHRC, • existing access control system (LENEL OnGuard v8.0 or latest) • existing computer-based training system (AAAE IET-LS) • existing mass notification system (Everbridge) Other integrations for future considerations are: • Financial system (Propworks) RIC Airport is seeking a single IDMS manufacturer (“Contractor”) to provide the software, badging hardware, and related implementation and maintenance services under the IDMS contract. There are approximately 3,000 active badged airport employees and approximately 160 Authorized Signatories (AS). The Airport employees and AS represent RIC employees, airlines, tenants, contractors, vendors, concessionaires, contractors, and government (local, state, and federal) agencies at RIC. The Airport Badging Office handles approximately 15-20 transactions per day. These transactions include processing new and renewal applicants, fingerprinting, and issuing replacement badges.
