Specifications include, but are not limited to: i. The scope of the Inspection, Test and Repair of the Security Systems, CCTV, and includes all equipment inspection, testing and repair services required by the applicable codes and standards on two separate and distinct categories of services as follows: 1. Inspection and Test, conducted semi-annually on all components with certification of Security and CCTV systems performance (to include time and date stamp) as of the date of the inspection provided to VSDB. 2. Repair. Repair to all systems as needed to include a semi-annual cleaning and adjustment for all CCTV cameras, with adjustment and re-alignment as determined by VSDB. ii. Training: The contractor shall provide a minimum of 4 hours training per year to VSDB personnel as needed for system upgrades or VSDB personnel turnover. Training to be scheduled to meet VSDB needs. Additional training required by VSDB shall be billed at a rate specified by this contract. iii. The Contractor provides all incidentals required and/or implied for the complete and satisfactory performance of the Inspection, Test and Repair of all listed systems. The Virginia School for the Deaf and the Blind reserves the right to reject services from any personnel deemed by The Virginia School for the Deaf and the Blind to be unqualified, disorderly, or otherwise unable to perform assigned work. 1. The Contractor provides and keeps up to date a list of all personnel performing work under this contract with written evidence of the personnel’s qualifications submitted within ten (10) days in advance of commencement of service. iv. Inspection, test and repair of all listed systems to be provided on a regularly scheduled basis and performed in strict accordance with all applicable codes, regulations and standards. v. Repair services to be provided on an as needed basis and performed in strict accordance with all applicable codes, regulations and standards. Labor for repairs is to be included in the lump sum contract price. Replacement parts and equipment required in the performance of the repair services will be provided by VSDB. The contractor will provide common materials for the performance of the work. At the owner's discretion, the contractor will provide required parts and materials but only on the basis of discount off a published list price. The Virginia School for the Deaf and the Blind will retain all parts replaced by the Contractor. Repairs made by the Contractor must not void the United Laboratories, Inc. (U. L.) or other approved third party laboratory listing and shall be new parts and not be remanufactured parts. vi. The Contractor will provide and install additional devices and components to the existing systems at the contract rate for labor and materials. Any significant expansion of an existing system will be done under a separate purchase order or contract vii. Normal work hours for the Agency are from 8:00 a.m. to 4:30 p.m., Monday through Friday, except Agency Holidays. Testing that requires any alarms to sound shall be scheduled when students are not occupying the facilities. viii. The Virginia School for the Deaf and the Blind reserves the right to bid separately any repairs, modifications, and equipment replacement. ix. Rapid response to emergency repair calls is of the utmost importance. The Contractor needs to have qualified service personnel on the job at the work site within (2) hours from the time the call for emergency repair service is received by the Contractor. This service shall be available twenty-four hours a day, three hundred sixty five (365) days a year. Emergency repair services for after-hours may be billed at the overtime rates established by this contract. x. Labor for repairs of wiring, vandalism and acts of God may be billed at the rate per pricing schedule. All other labor charges are to be included in the lump sum annual cost. xi. For work outside the service agreement, the Contractor must provide a written estimate of the cost of repair service to The Virginia School for the Deaf and the Blind and receive prior written authorization to proceed. Equipment Repairs service performed by the Contractor without such prior written authorization may not be processed for payment. Equipment repairs performed by the Contractor as a result of an emergency repair call will not require prior written estimates and written authorization.
