The development of specifications and analysis and comparison of proposals received from offerors for establishment of new health and dental contracts. The analysis and comparison of proposals include areas such as access to providers including geographical access, open practices and board certification; satisfaction including physician turnover and grievances; plan management and member services; health care management including outcomes and physician education; health promotion and disease prevention including wellness, financial capacity including cost, rate guarantees, performance guarantees, and firm’s financial stability. Proactively monitor the employee benefits market and provide recommendations on the competitive trends for benefits and what measures the County should take to contain cost increases.
