SCOPE OF WORK: 1. The Contractor shall provide all supervision, labor, equipment, fuel, and traffic control, to include all equipment and flaggers as required in accordance with the most recent version of the Virginia Work Area Protection Manual (VWAPM), and all other incidentals necessary to successfully perform un-planned on-call hourly tree trimming, pruning, brush and small tree removal services as stated herein. 2. Hourly tree trimming, brush, and small tree removal services shall consist of, but not be limited to, single limb removal, sight distance improvement, sight obstruction clearance, roadway clearance, general pruning, and disposal of all generated debris. Determination of need will be made at the sole discretion of VDOT on a case-by-case basis. 3. The Contractor shall be capable of providing a minimum of two crews and equipment when requested by VDOT. Failure to provide sufficient crews may result in the issuance of a Procurement Complaint form and may result in default of contract. Reference X. General Terms and Conditions, paragraph P. DEFAULT. 4. The Contractor shall be capable of commencing work within seven (7) calendar days of award of contract. B. PERFORMANCE BASED SPECIFICATIONS: 1. All work shall be performed in accordance with the current versions of the ANSI A300 Pruning Standard, ANSI Z133.1 Safety Standard, and Best Management Practices - Tree Pruning (companion publication to the ANSI A300 Pruning Standard), and the Virginia Tree Policy and Safety Operation Procedures 16VAC25-73-10. The Contractor shall follow all regulations, standards, and procedures in accordance with the Administrative Regulation Manual Part III, Occupational Safety and Health Standards 1910.266, 16VAC25-60-120 and 16VAC25-60-130 of the Virginia Department of Labor and Industry and the OSHA Standards for General Industry Part 191.67(2)(viii). Services shall also be in compliance with VDOT’s Policy for Tree and Brush Trimming. 2. All work shall be performed within VDOT maintained right-of-way. No work shall be performed on adjacent private property without obtaining the property owner’s written permission prior to work commencing. Documentation of such permission shall consist of a VDOT Right of Entry Form signed by the adjacent private property owner(s). In those instances, where the property owner(s) will not authorize access to the private property, pruning must not extend beyond VDOT’s right-of-way. It is understood that there may be instances where proper cuts may not be possible in order to remain on VDOT property. VDOT will obtain and provide documentation. 3. The Contractor shall be capable of providing a minimum of two (2) six (6) person crews with required equipment to perform unplanned tree pruning services, small tree and/or brush removal to maintain desired vertical/horizontal clearances and respond to complaints and/or safety related issues (i.e., limb removal, intersection day-lighting, sign day- lighting, vehicular clearances, sight distances, etc.). One of the crew members must be a “working foreman”. Specific locations are unknown and will be determined at the time of ordering work. All work will be performed within Loudoun County.
