a. The Vendor shall furnish and deliver all labor, tools, materials, supervision and equipment to perform bi-annual and quarterly preventive maintenance on a total of seventy nine (79) various HVAC equipment and maintenance/repair services on an “as needed” basis when requested to do so by the County at eleven (11) County owned facilities, to include but not limited to checking all electrical components, cleaning coils, testing all safeties, refrigerant pressure and temperatures. Appendix A contains a description of the units to be serviced. b. Vendor shall provide a complete, workmanlike, well-executed job in accordance with these specifications and all applicable national and local codes. Any additional code requirements requested by the County shall be noted within. In case of conflict between requirements, the requirement which is in compliance with all applicable codes, and which is also, in the option of the County, more advantageous to Madison County, shall govern. c. The Vendor shall inspect and perform preventative maintenance bi-annually (spring and fall). Operational inspection of unit(s) to include but not limited to testing of proper operation in all modes; cooling, reheat, dehumidification, humidification, and indicating lamps. Each inspection shall include the following; 1. Inspect air filters, clean washable filters, and install new filters quarterly or as needed. 2. Inspect and test compressor operation; temperatures, pressures, superheat, subcooling, amperage, voltage (power & control) and, sounds levels for unusual noise. 3. Inspect refrigerant for low charge and moisture identification. 4. Check for any leaks and repair as necessary. 5. Inspect the evaporator coil and clean if necessary. 6. Inspect evaporator fans and motor for proper operation. 7. Check supply and return air temperature. 8. Check all control set points and adjust as required. 9. Perform electronics/microprocessor testing and diagnostics as applicable. 10. Inspect all electrical controls for visual damage, chattering, loose connections, pitting and heat damage. 11. Tighten all electrical connections. 12. Check and tighten all accessible set screws on pulleys, fans, and bearings. 13. Clean condensate pans and pump basins as required by visual inspection. 14. Clean condensate drains as needed. 15. Inspect air-cooled condenser. 16. Inspect condenser. 17. Change system sequence switches to equalize run times. 18. Megohm test compressor motor windings for proper insulation integrity. 19. Provide a copy of service report after maintenance has been completed. This report shall show any repairs and parts used, and any necessary follow-up or recommendations by service technicians. 20. Maintain history logs on all equipment and provide a copy to Madison County Facilities & Maintenance department. 21. Provide annual recommendations of asset replacement to assist the County with their capital asset replacement program.
