Establishment of Collection Procedures The City of Lynchburg, Solid Waste Division has an established HHW and eWaste collection program. Currently, collection events are held three times annually, at 2525 Concord Turnpike, with an average participation of approximately 300 vehicles per event. However, the City may see fit to conduct collections at alternate locations within the service area if it becomes necessary. If the City decides to hold collections elsewhere, then the City will secure appropriate facilities and give the contractor adequate notification of the change in location. It shall be the contractor's responsibility to develop a plan for collection procedures. This plan shall incorporate health and safety precautions and follow all Federal, State, and Local regulations regarding the handling of HHW. Frequency of Events HHW collection events are currently held the second Saturday of April, June, and October annually. All collection events are open to the City of Lynchburg and Campbell County Residents and are from 8am - 12pm on each of the three dates. The City reserves the right to increase or decrease the number of collection events as deemed necessary. Staffing of Event City personnel will survey participants for proof of residency within the service area. However, it is not the City's desire to turn away participants and risk improper disposal of HHW in the landfill. Promotional literature will be distributed listing acceptable and unacceptable types of wastes. The contractor shall make every reasonable attempt to identify received unknowns which will allow for their proper disposal and be recorded for the City. The contractor shall have adequate personnel to ensure smooth operation of the event. It is anticipated that a minimum of one (1) qualified field chemist along with four (4) technicians should be adequate. However, it will be the responsibility of the contractor to ensure adequate staffing as the program expands and becomes more popular. In addition, the contractor must provide staffing to load, and transport collected waste and eWaste on an as needed basis. All personnel shall be properly trained in the handling of hazardous waste, and OSHA trained as required. It will be the contractor’s responsibility to unload all incoming vehicles in a timely manner, along with identifying and segregating all waste. It shall also be the contractor’s responsibility to package and transport all waste that the City wishes to dispose of under this contract.
