Specifications include, but are not limited to: The Capital Region Airport Commission, a political subdivision of the Commonwealth of Virginia (herein referred to as "the Commission"), invites interested, qualified firms to submit sealed bids for the Guard and Security Services for Richmond International Airport (herein referred to as "Airport"). The services will be administered by the Commissions President and Chief Executive Officer and designated staff and will commence following the execution of a contract. The intent and purpose of this Invitation for Bid is to solicit sealed bids from qualified, experienced, and fully licensed and certified company to establish a term contract for the Unarmed Guard (hereinafter guard) Services to at least one (1) designated Aircraft Operational Area (AOA) gate, 24 hours a day, at the Richmond International Airport (RIC). The Commission intends to award a 12-month term initial contract with option to renew for four (4) successive one year periods at the sole discretion of the Commission. The current security guard services are provided to one (1) AOA gate, sixteen (16) hours per day, threehundred sixty-five (365) days per year. The Commission does not guarantee a minimum or maximum number of gates or estimated contract value of this contract. Also, the Commission does not guarantee a full eight (8) hour shift per security guard, thus shall not pay based on full shifts the Commission shall pay the Contractor solely on number of hours of services performed pay shall be based on either regular pay or holiday pay. The Commission maintains a fully licensed and certified Police force which is not to be confused with these services required in this Bid. If a guard experiences a problem, detects a prohibited item or device, encounters an unauthorized individual/vehicle within restricted areas, or if another situation should occur that requires additional assistance, the guards responsibility will be to notify the Airport Police. Complete and extensive training will be provided at no cost to the Contractor and its employees. REQUIRED SERVICES The enforcement of services shall include, but not be limited to securing and controlling vehicle and individual access entry onto the AOA of Richmond International Airport. 1. The guard shall remain in the designated vicinity of the post at all times ready to perform guard services and shall not leave the post unattended during their entire shift for any reason. 2. The guard shall wait for the shift replacement guard to report for duty before leaving the post. The Commission will not pay additional wages or fees for a replacement guard while covering for a break. 3. The Commission will provide all radios and other communications equipment for the guards to effectively perform the services specified. 4. The Airport operates twenty-four (24) hours a day, three-hundred and sixty-five (365) days a year including all holidays. This contract will allow pricing for both regular and holiday hourly rates. For bid purposes, the following six (6) days will be considered holidays, thus eligible for holiday pay: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day 5. Guard personnel shall remain at the assigned post until properly relieved. 6. The Contractor shall provide a flashlight and inspection mirror for each guard post. 7. Guard shall authorize only persons with an Airport Security Identification Display Area (SIDA) identification access and persons being escorted by authorized SIDA identification inside the gate and shall be responsible for verifying the following: Match the person with the ID picture. Expiration date of the ID badge. The persons color of the badge for proper access areas. Complete and extensive training will be provided at no cost to the Contractorand its employees.The Commission anticipates the award will be made to the lowest responsive and responsible biddermeeting the requirements of the solicitation and is in the best interest of the Commission.B.SCOPE OF WORKBidder shall be registered, fully licensed and certified by the Virginia Department of Criminal JusticeSystem (DCJS) and able to provide Unarmed Guard and Security Services for the Richmond InternationalAirport, sixteen (16) hours per day, and seven (7) days per week, including holidays in theCommonwealth of Virginia and Henrico County. The Contractor, including all Unarmed Security Guardsassigned to the contract must have a valid Private Security Services Certification issued by DCJS prior tosubmitting a bid. Contractor and employees must be able to meet TSA requirements and qualifications forSecurity Identification Display Area (SIDA) Identification.The Contractor must be willing to enter into a Security Contract with the Commission and shall be subjectto Federal and Airport Police department background security checks, TSA and/or Airport Inspectionsand tests. Bidder must present evidence of qualifications with Bid submission including, requiredlicenses, certifications, training, etc. for any consideration of award
