Phase I of the procurement process for the development of the Grove Community Park was to identify the most qualified design-build team through the Request for Qualifications (RFQ) process, with the objective of seeking a team with successful experience in planning, designing, permitting, and construction of public parks with multiple recreational and infrastructure elements. Phase II of the procurement process for the development of the Grove Community Park is soliciting sealed Request for Proposals (RFP) from qualified Design-Build teams to produce the following scope of work: 1) provide project management of design and construction to meet the County goals for project scope, quality, budget, and schedule, 2) provide detailed designs, construction drawings and specifications meeting the goals and objectives of this community, 3) develop and implement a community engagement plan informed by historical impacts, 4) obtain necessary regulatory and legislative approvals for the construction, and 5) construct the new Grove Community Park. The fixed price cost proposal and schedule will be utilized to determine the Design-Build team that provides the best value for the County. This project will employ the Design-Build procurement process, encouraging a creative and problem-solving approach through interactive efforts by an experienced and highly motivated DesignBuild team. This process will initiate and foster a collaborative relationship among owners, designers, and contractors to identify potential value enhancement concepts throughout the design and construction phases.
