VSA is responsible for the maintenance of nine (9) facilities, five (5) of which are situated at the NASA Wallops Flight Facility (WFF) on Wallops Island, Virginia, where access is controlled, and hazards are present. All other locations are VCFSA-controlled facilities within 10 miles of the WFF base. The contractor shall furnish labor, supervision, materials, tools, equipment, and the execution of groundskeeping, vegetation control, and snow removal services at all VSA locations within the Mid-Atlantic Regional Spaceport (MARS) and its supporting and processing facilities. All sites must be maintained in a professional and presentable condition, considering existing hazards and allowing for some flexibility in time management due to the use of VSA customer facilities. The Contractor will furnish all qualified labor, supervision, and equipment, unless otherwise indicated, to perform, mowing and maintenance services to include mowing and trimming of grass, maintenance of beds to include weeds, trimming back of plants and flowers as applicable, removal of any debris, shrub pruning and trimming ornamental trees and shrubs, soil stabilization, aeration, and grass planting, and brush-cutting vegetation areas during the growing season from March to November; and snow removal services for winter weather events.
