Specifications include, but are not limited to: qualified Artist (Offeror) to create a painted mural in the Greater Hilton neighborhood. The mural will be located on City-owned property, specifically the Main Street underpass (approximate address is 200 Main Street, Newport News, VA 23601). See Exhibit III. Implementation of the mural will: 1) Build neighborhood capacity and social cohesion as participants work with the selected artist(s) to tell the neighborhood’s stories; 2) Celebrate the neighborhood’s unique identity, history and culture; 3) Beautify an entranceway into the neighborhood’s critical business corridor; 4) Visually promote the arts and art education; and 5) Engage residents in creation/installation.
