HRSD is interested in retaining a qualified firm to provide Government Affairs and Legislative Representation Services including, but not limited to, the following: 1. State Legislative Representation a. Represent HRSD before the Virginia General Assembly, including members, committees, and legislative staff. b. Monitor, analyze, and report on legislation impacting HRSD, wastewater utilities, environmental regulation, infrastructure finance, and public authorities. c. Advocate for HRSD's legislative priorities as directed by HRSD leadership. 2. Local Government Engagement a. Support HRSD engagement with City Councils, County Boards of Supervisors, and other local governing bodies within the 20 localities served by HRSD. b. Assist HRSD leadership and staff in communicating complex infrastructure, regulatory, and financial issues to local elected officials. c. Provide strategic advice regarding local government perspectives, concerns, and policy alignment related to HRSD initiatives. 3. Hampton Roads Regional Focus a. Maintain active familiarity with issues affecting the Hampton Roads region. b. Support coordination with regional coalitions, local governments, and partner authorities when appropriate. c. Assist HRSD in navigating regional interests that intersect with state and local decisionmaking. 4. Strategic Advisory Services a. Provide strategic counsel on governmental relations risks, opportunities, and emerging policy trends at both the state and local levels. b. Assist in development of advocacy strategies, briefing materials, and talking points for HRSD leadership. c. Advise on engagement protocols with elected officials and public bodies.
