The intent and purpose of this Request for Proposal (“RFP”), and the resulting contract, is to obtain services from a qualified firm to provide a turnkey generative AI solution for Henrico County Public Schools families, students and staff in accordance with the Scope of Services section of the solicitation. Henrico County Public Schools (“HCPS”) invites qualified Offerors to submit proposals for the procurement and implementation of a turnkey Generative Artificial Intelligence (GAI) Solution to enhance educational services across the division. The goal of the GAI Solution is to improve information access for students, families, and the community, personalize and improve student learning, support staff course scheduling, and streamline administrative decision-making through the secure and responsible use of artificial intelligence. To achieve these key goals, HCPS has defined five required use cases for the Offeror to deliver in their GAI Solution. This initiative reflects HCPS' commitment to leveraging innovative technologies to transform teaching and learning while upholding the highest standards for data privacy, ethical use, security, and student success. HCPS seeks a comprehensive, scalable, and flexible GAI Solution through leveraging unique HCPS data by incorporating GAI, retrieval-augmented generation (RAG), Language Models, or other related models/technologies, that can securely retrieve up-to-date information from internal or external sources in a controlled, K–12 appropriate manner. HCPS does not require or assume any architecture, model, or AI methodology. Offerors are encouraged to propose the technology or approach best aligned to the division’s needs and requirements in this RFP.
