A. Chief Legal Counsel/Advisor and Legal Representation: The selected firm will serve as the City Attorney in accordance with the City Charter, the Code of Virginia, and City Ordinances, as follows: 1) Provide clear and concise legal advice and unlimited consultation on a daily basis, as requested or required, to individual members of the Governing Body, the City Manager, department head staff, and Constitutional Officers (Treasurer and Commissioner of the Revenue), where such consultation with Constitutional Officers does not conflict with the interests or policies of the City. Performance expectations, anticipated number of meetings, and other terms and conditions of the Agreement will be addressed during the discussions phase of this solicitation. 2) Provide litigation support in all actions, suits, or proceedings in which the City is a party or is legally interested upon request by the City Manager, including monitoring all matters involving litigation affecting the City. 3) Prepare/review contracts, intergovernmental agreements, and contractor/construction agreements and other professional service agreements. 4) Assist in the development of and compliance with various City policies and administrative regulations as promulgated under the direction of the City Manager. B. Governing Body and Official City Meetings: 1) Attend all Governing Body regular and special meetings and closed meetings permitted by the Virginia Freedom of Information Act (Va. Code § 2.2-3700 et seq.) and advise the Governing Body on matters on the agenda as well as procedural matters that arise during the meetings.
