Statement of Need James City County is soliciting Bids from qualified Bidders for the provision of Minor General Construction Services for James City County, James City Service Authority and Williamsburg James City County Public Schools. The success Bidder(s) shall be responsible for providing the Work in accordance with the Terms and Conditions stated herein at the proice3s listed in the Pricing Schedule. No “portal to portal” charges or fuel surcharges are permitted under the awarded Contract. 6.1. Contractors shall be properly licensed by the Commonwealth of VA. All Contractor site supervisors assigned to this project shall have a minimum of 3 years’ experience in similar work. A qualified site supervisor shall be on site at all times during the Work. 6.2. The Contractor shall verify all dimensions and conditions in the field before submitting a quote for each project. If conditions vary from those provided verbally or through a written request from an authorized representative of the Owner, the Contractor shall bring the conflict to the Owner’s attention for resolution before beginning work. 6.3. Contractor(s) shall provide a detailed price quote per project to include the amount and type of contract labor, itemized material costs, and any drawings required. No work shall begin prior to the receipt of the Purchase Order. Work performed without a Purchase Order will be considered unauthorized and will be at the risk of the Contractor. If the Contractor foresees exceeding the original estimate, he must notify the Owner’s representative for approval. Work may not proceed without the issuance of a Change Order from the Owner. A. Specialty trade items for which additional charges are appropriate must be approved on a case-by-case basis with the Owner’s representative. Upon completion, Contractor must submit invoice detailing labor and materials used according to Bid Form and shall include a copy of the materials invoice. Parts Invoices not containing the necessary information will be returned without action.
