SCOPE OF SERVICES The Construction Manager shall provide all expertise, labor, and resources for complete preconstruction and construction management services associated with the renovation of Gateway Park. During the design phase, the Construction Manager shall provide cost estimates and cost evaluation, value engineering recommendations, design analysis, constructability reviews, and technical input on methods of construction materials and details. The design phase is anticipated to commence in the 3rd quarter of calendar year 2026, when design plans reach the 30% stage, and last approximately 12 months. The construction phase will commence after all necessary permits are obtained in the 1st quarter of calendar year 2027 and is anticipated to last approximately 24 months. The CMAR shall assume responsibility for project construction cost by issuing a Guaranteed Maximum Price (GMP) not later than 90% through the design phase of the project after completion of the first building permit plan review stage. The GMP will be a contractual obligation. In addition, the Contractor shall be responsible for methods of construction, safety, and the scheduling and coordination of the work of all construction and miscellaneous contracts required for completion of the project within its predetermined budget and schedule. The renovated park will include: • A new pedestrian bridge spanning Fort Myer Drive • A dog park with dedicated areas for large and small dogs • Meadow gardens and rain gardens for enhanced stormwater management and biodiversity • A woodland playground with nature-based play elements • Social groves for gathering and passive recreation • A flex lawn for informal activities and programmed events • An event pavilion to support community gatherings and performances • Public restrooms and storage facilities integrated into the park’s design Existing park amenities that will be demolished include the current pedestrian bridge over Fort Myer Drive, the existing restroom and storage buildings, and large concrete structures throughout the park. Given the park’s location over Interstate 66 and its integration with Rosslyn’s existing pedestrian network, demolition and construction activities will require careful coordination to ensure public safety and minimize disruptions to adjacent roadways and trails.
