Virginia Commercial Space Flight Authority (“VCSFA” or “Virginia Spaceport Authority” or “VSA”) was established “to promote industrial and economic development and scientific and technological research and development through the development and promotion of the commercial and government aerospace industry” for the Commonwealth of Virginia (Virginia Code § 2.2-2201 et seq., “Virginia Commercial Space Flight Authority Act”). VCSFA seeks proposals from qualified firms to provide consulting services to assist VCSFA in developing potential alternative future scenarios for the space, aerospace, and adjacent environment and identifying risks, uncertainties, and opportunities across scenarios to inform VCSFA’s long-term, resilient strategic decision-making
