Specifications include, but are not limited to: Frederick County, Virginia is soliciting proposals from qualified contractors to row crop approximately 206 acres of ground owned by the Frederick County Regional Landfill. The ground that is being offered is on two separate parcels. The first parcel is locally known as the Old Riley farm, containing approximately 156 acres, and is located at: 1977 Salem Church Road Boyce, VA 22620 The second parcel is locally known as the Old Garber farm, containing approximately 50 acres, and is located at: 273 Carpers Valley Road Winchester, VA 22602 The following information identifies requirements for row crop farming on property owned by the Frederick County Landfill. a. The Frederick County Landfill desires to have row crop farming for the purpose of controlling nuisance weeds and plant growth and to establish grass hay at the end of the agreement. b. The agreement entered into is not a lease of the premises being farmed. The contractor will be licensed by the County to enter the premises for the limited purpose of conducting the row crop farming operations. c. The contractor will be responsible for providing any items necessary to sow and maintain crops; i.e. seed, chemicals, fertilizers, etc. d. At the conclusion of the agreement term, all disturbed soil is to be reconditioned, and sown into grass hay; seed to be provided by Frederick County Landfill, subject to appropriation for that fiscal year budget. e. All activity on the Old Riley Farm must be conducted in accordance with the Special Use Permit (SUP) issued by Clarke County. The Old Riley Farm, though owned by the Frederick County Landfill, is located in Clarke County. A copy of the SUP is included as Attachment G. f. The County reserves the right to reduce the amount of acreage available for farming based on landfill needs. The County will provide notice of any such needs at least 120 days in advance. In any such event the contractor may request to have the annual payment reduced by the associated payment per acre based on the parcel where a reduction occurs. g. The County reserves the right to enter the properties for inspection, repairs, and/or recreation, at any reasonable time and in such a way so as to not interfere with contractor’s agricultural operations.
