The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a Sole Source Justification basis to Kitco Fiber Optics, Inc. (Kitco) for the following manufactured products: One (1) Kit, Emergency Fiber Optic Staging Kit and Four (4) Kit, Small Fiber Optics.
Kitco is the original equipment manufacturer of the above listed fiber optic kits and no other options for Fiber Optic requirements are known that would fulfill this list of materials, tooling, test equipment and consumables needed.
This requirement will be solicited in accordance with the authority of 10 U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1(a)(2, “Only One Responsible Source”.
Kitco Fiber Optics is the only vendor available for the test equipment required to fulfill the Government’s need. No other options for qualified fiber optic manufacturing exist for total incorporation (form/fit/function) into existing military fibers/installations in the intended operating environment.
It is anticipated that the solicitation will be issued on or around 30 August 2025. Contract award is anticipated approximately around 31 October 2025. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this Sources Sought Notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
