The contractor shall furnish all labor, materials, tools, equipment, supervision, and incidentals necessary to complete the exterior painting, roof coating, and pressure washing of designated municipal buildings and structures, in accordance with this Scope of Work and all applicable codes and standards. All work should be performed in a safe, clean, and professional manner, minimizing disruption to municipal operations and protecting public access areas. All equipment must be in good working condition and comply with OSHA and EPA standards. Only bids received tin eVA will be considered, mailed or emailed bids will be excluded from consideration. 1. Exterior Pressure Washing a. Areas to be cleaned i. Exterior building services (walls, facades, trim, columns) ii. Walkways, patios, and stairwells iii. Roof surfaces prior to coating b. Method and Equipment i. Pressure washer: Minimum 3,500 PSI at 4.0 GPM, hot or cold water based on substrate ii. Use turbo nozzle or fan spray tip to prevent surface damage on softer substrates c. Approved Solvents/Cleaners i. Use a biodegradable degreaser detergent equivalent to one of these: 1. Simple Green® Pro HD 2. Krud Kutter® House and Siding Cleaner 3. Enviro Bio Cleaner (EBC) ii. Avoid chlorine bleach or corrosive agents on metal or painted surfaces unless otherwise directed d. Environmental Controls i. Contain all runoff per EPA Clean Water Act ii. All surfaces shall be cleaned (as above), scraped, sanded, and repaired. ii. Remove all loose, peeling, or flaking paint iii. Apply mildew inhibitor, equivalent to Jomax®, where mold/mildew is evident iv. v. Caulk cracks, joints, and gaps with 100% acrylic, paintable, waterproof caulk vi. Apply primer as needed on bare surfaces or previously unpainted substrates vii. Exterior of the building (140’ X 65’) Liner Ft. b. Paint Specification i. Use a high-performance, 100% acrylic exterior paint from an approved brand (e.g., Sherwin-Williams, Behr Pro, Benjamin Moore, PPG) ii. Low-Volative Organic Compounds (VOC) or zero-VOC paint preferred c. Application i. Apply two (2) coats with brush, roller, or airless spray equipment. ii. The manufacturer’s recommended wet and dry mil thickness must be followed. iii. Ensure uniform coverage with no visible roller marks, streaks, or blotching d. Colors i. Match existing exterior paint colors ii. Submit drawdowns for approval before applying if colors are to be changed 3. Roof Repair / Coating a. Substrate and Prep i. The roof surface shall be thoroughly cleaned and dried before application. ii. Pressure washing per Section 2 iii. Repair or seal all cracks, joints, and flashing penetrations with appropriate sealant or fabric reinforcement iv. Entire roof (9,100 sq.) b. Coating Product i. Use a white elastomeric or silicone roof coating designed for UV reflection and waterproofing 1. Product must be equivalent or comparable to GacoRoof®, Henry® 887 TropiCool®, or APOC 252 ii. Coating must be approved for the specific roof type (e.g., metal, BUR, TPO, EPDM, etc.) c. Application and Thickness i. Apply using brush, roller, or airless spray ii. Minimum 3 mils dry film thickness (DFT), with wet film thickness (WFT) of approx. 6-7 mils, per manufacturer instructions iii. Two-coat system required unless otherwise specified by coating manufacturer
