THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME.
This notice is a market research tool being used to determine the availability and adequacy of potential sources, particularly small businesses, prior to determining the method of acquisition and issuance of a solicitation.
Introduction:
The Defense Health Agency Contracting Activity-Healthcare Division-Southeast (DHACA-HCD-SE) is seeking firms capable of providing “Equipment and Software Subscription Maintenance Services” on behalf of the NMRTC-P. The intention is to procure these services on a competitive basis.
The Government anticipates a single purchase order with a period of performance of one (1) twelve-month base period, plus four (4) twelve-month option periods. Upon review of industry response to this SSN, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest or if a sole source procurement is appropriate.
It is requested that all interested parties submit to the contracting office a brief capabilities statement package, no more than 10 pages in length in either a Microsoft Word and/or Portable Document Format (PDF) format using times new roman font, size 10, demonstrating their ability to perform the requested services.

Program Background:
The NMRTC-P, trains military members to provide medical support to Navy and Marine Corps units. This training is accomplished through managing the care at Naval Medical Center Portsmouth (NMCP) and its ten-branch health and TRICARE Prime clinics. For patient care the clinic staffs are organized under three sub commands, or Navy Medicine Readiness and Training Units (NMRTU). Along with patient care, the NMRTC staff use a mix of, Tactical Combat Casualty Care (TCCC) training, working with medical simulators at the Healthcare Simulation and Bioskills Training Center, and working in the NMCP level 3 trauma center.
NMRTC and NMRTU staff are also assigned to various Expeditionary Medicine Systems (EXMEDS) that provide standardized, modular, scalable combat service support and medical/dental capabilities to an advanced base environment across the entire range of joint military operations. The NMRTC EXMEDS consist of the Expeditionary Medical Facility (EMF) Juliet, Expeditionary Medical Unit (EMU) 5, Casualty Receiving and Treatment Ships (CRTS) 3, 4, and 5, En-Rout Care Systems Groups 16 – 20, and the United States Naval Ship (USNS) Comfort.
Required Capabilities:
The Contractor shall provide Equipment and Software Subscription Maintenance Services in support of the NMRTC-P. The following is a draft description of work to be performed:
Maintenance for Medical Photo:
One-year equipment maintenance services to include parts and labor warranty for all equipment listed in draft equipment list in Attachment 1 of this SSN. All equipment and software maintenance and training shall be performed by an authorized/certified service representative. Systems shall be returned to operational condition, repairing and replacing components as necessary. All parts labor, materials and shipping shall be provided.
Bi-annual On-site Maintenance and Training:
Two days every six months inclusive of all airfare lodging car rental food labor and travel expenses. On-site maintenance is extended for printers and equipment, biannual on-site inspection and maintenance which shall include system optimization, camera sensor cleaning and printer cleaning. Customization, configuration and color profiling for all devices needed.
One of two on-site days may be used for training purposes for medical photography staff that may include (but not limited to): Printing techniques, and photographic software training. On-site training will be arranged in advance of scheduled on-site by appropriate parties of med photo and vendor.
Software Subscription Maintenance:
Software subscription maintenance may include current versions of Corel Draw Graphics Suite Subscription; iSTOCK Signature, iSTOCK Video 15c, Sony Vegas Pro Suite 18, Annual Upgrades, Tech Smith Camtasis, Red Giant Shooter Pluraleyes.
See Attachment 1 for the draft equipment list. Provide support and maintain subscription services on software though the renewal period. This includes setting up/maintaining individual user accounts, maintaining accounts for user/license management, trouble ticket submission if necessary, and serial number management.
Training Subscription Maintenance:
Support and maintain user access to online training websites. This includes setting up and maintaining individual user accounts, maintaining accounts for user/license management and trouble ticket submission if necessary.
Special Qualifications/Considerations:
Organizations shall be qualified / authorized by the Original Equipment Manufacturer (OEM) (i.e., Certified Agent of the OEM) in the repair of all equipment listed within this contract. Certification of the OEM must be current, within 2 years, at all times prior to contract award and throughout contract period. Organizations and its employees shall maintain qualifications throughout the entire contract period. In the event a sub-contractor is used for this requirement, the sub-contractor must be a certified agent of the OEM. Qualification includes but not limited to the certification of all repair persons and repair facilities by the OEM as being trained / qualified to perform required repairs. The Government shall maintain the right to seek proof of qualification prior to award and anytime during contract period of performance. Additionally, organizations must have ready access to parts inventory of OEM replacement parts.

If your organization has the potential capacity to perform these contract services, please Submit a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. In addition, please complete the required information listed in the SSN Contractor Information form (Attachment 2), please ensure to address all questions in Attachment 2 even if a negative response is appropriate.
Responses are due on Monday, August 3, 2025, by 10:00 a.m. Eastern Time.
Your response to this SSN, including any capabilities statement, shall be electronically submitted to the Contracting Officer, matthew.d.teel.civ@health.mil, and shall include the SSN number (PANDHA-25-P-7693) in the subject line of the email. If the SSN is not included in the response, there will be no indication the response is related to this SSN, and it will not be considered. All data received in response to this SSN that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
