Specifications include, but are not limited to:The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a requirements contract through competitive negotiations with one qualified Contractor to provide business planning and support services for the statewide Equipment Program of the Virginia Department of Transportation (VDOT). The contract will be on “as needed” type of contract, with individual tasks and services developed and implemented over the term of the contract as tasks/services are needed. VDOT cannot guarantee the number of individual tasks/services which might be needed, nor can it guarantee the dollar amount of any individual or aggregate tasks or services. For the purpose of clarification, each firm receiving this Request for Proposal is referred to as an “Offeror” and the Offeror awarded the contract to supply the services is referred to as a “Contractor.” Virginia Department of Transportation is referred to as “Department” or as “VDOT”, and “Representative” refers to the VDOT Contract Administrator who will be administering the contract. This Request for Proposal states the instructions for submitting proposals, the procedure and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor.
