This procurement is intended to develop non‐specific, work‐order driven contracts for environmental and landfill support services. Each Work Authorization will have a specific scope of work with associated costs and schedule. Typical scopes of service for each category of services may include but are not limited to: a) Support the development of major and minor Permit modifications/amendments b) Perform periodic surface water and groundwater monitoring and reporting to maintain ISWRC compliance with the VSWMR c) Manage relations and workflow with selected contract environmental laboratory d) Provide evaluations of landfill cap integrity and remedies e) Maintain an in‐depth knowledge of environmental sampling technologies and methodologies (including “Low Flow (Minimal Drawdown) Ground‐water Sampling Procedures,” [US EPA Document EPA/540/S‐95/504]) f) Support the Authorities by managing its environmental data management and reporting needs g) Assist in developing cost estimates and budget estimates for potential capital expenditures and fiscal planning...
