Specifications include, but are not limited to: PART 1 - STREAM RESTORATION AND STORMWATER QUALITY IMPROVEMENT DESIGN SERVICES Provide professional design services for water quality improvement projects, which include but is not limited to stream restoration, outfall restoration, and stormwater retrofits. Services include feasibility studies, planning, survey, design, and preparation of plans and construction drawings. The types of watershed improvement projects may include stream restorations, water quality retrofits of existing SWM facilities, new water quality BMP's including both treatment and run-off reduction techniques, stormwater outfall restorations as well as other water quality improvement projects. This individual of the Project Leader’s team shall be a licensed professional (within their specialty) in the Commonwealth of Virginia and have a minimum of ten (10) years of experience in the successful completion of comparably sized municipal projects. The scope of these projects may consist of the following: • Stabilization of stream banks and channels. • Preliminary evaluations and feasibility studies. • Existing conditions surveys including tree surveys. • Geomorphic evaluations. • Pollutant reduction calculations. • Conceptual and final designs based on Natural Stream Design (NSD) concepts. • Construction drawings, specifications, and details. • Cost Estimates. • Studies, documents, and applications necessary to obtain all local, state and federal approvals/permits including land disturbance permits, VSMP permits, wetland permits, FEMA Floodplain coordination and approval. • Engineer/designer oversight and coordination during construction. • Watershed studies to identify potential water quality improvement projects. • Project/construction management services. PART 2 - WATER RESOURCE ENGINEERING AND DESIGN SERVICES Provide planning, engineering, and modeling services in support of the County’s water resource programs and projects. The requested services include, but is not limited to, storm system adequacy analysis, compliance with Virginia Dam Safety regulations, floodplain studies, flood risk evaluations, flood resiliency planning, as well as analysis and design of water resource projects such as flood control projects, drainage improvement projects and stormwater infrastructure upgrades. This individual of the Project Leader’s team shall be a licensed professional (within their specialty) in the Commonwealth of Virginia and have a minimum of ten (10) years of experience in the successful completion of comparably sized municipal projects. The scope of work includes the following services: • Field evaluations and site surveying. • Hydrologic and hydraulic analysis. • Feasibility studies and conceptual plans. • Design and final plan development. • Permitting and compliance services. • Construction estimates and bid documents. • Designer oversight and construction management services. • Floodplain studies, flood mapping services, preparation of Elevation Certificates, processing of Letter of Map Amendments (LOMAs) and Letters of Map Revisions (LOMRs). • Coastal flood zone evaluations and management plans. • Floodplain document management. • Evaluations of impounding structures for compliance with Virginia Dam Safety regulations, spillway analysis and design, determination of dam hazard classification, design of dam rehabilitation plans, inundation zone mapping, preparation of Emergency Action Plans (EAPs), and coordination with local, State, and federal agencies. • Dam safety inspections and reporting. • Community Rating Service (CRS) support services. • Flood resiliency evaluations and planning. • Grant support services related to flood resilience planning and water resource projects • Assistance with updating and/or revising County’s Design and Construction Standards Manual (DCSM). PART 3 - NATURAL RESOURCE STUDIES Provide Natural and Resources Work Services This individual of the Project Leader’s team shall be a licensed professional (within their specialty) in the Commonwealth of Virginia and have a minimum of ten (10) years of experience in the successful completion of comparably sized municipal projects where the scope of work may include: • Preliminary evaluation of wetlands and other waters of the US (WOUS) to determine their approximate location and extent of WOUS on properties and/or projects under consideration. • Wetland delineation, survey, and jurisdictional determination of WOUS boundaries. • Evaluation of potential habitat and presence of endangered and threatened species (ETS) including but not limited to small whorled pogonia and Northern long-eared bat. • Preparation of Joint Permit Application (JPA), submission of JPA and approval/issuance of permits to impact WOUS from the US Army Corps of Engineers (COE), Virginia Marine Resources Commission, and Virginia Department of Environmental Quality. • Perennial flow determination (PFD), Preservation Area Site Assessment (PASA), and Water Quality Impact Assessment. • Compliance with Virginia Stormwater Management Program (VSMP) regulations, including the Construction General Permit and preparation of associated registration statement and Stormwater Pollution Prevention Plan. • Wetland and stream restoration design services for purposes of mitigating impact to jurisdictional wetland and other WOUS. • Valuation of available mitigation credits for both wetland and streams and documentation necessary to obtain credits. • Other specialized environmental services in the field of natural environmental protection, restoration, and mitigation services.
