Specifications include, but are not limited to: A. Provide urine specimen collection services by trained personnel in accordance with the United States Department of Transportation (DOT) protocols by personnel meeting DOT training standards and in accordance with manufacturer or laboratory proprietary collection protocols when requested by Authorized User. The specimens shall be forwarded to the laboratory by courier or overnight delivery service. Specimens that do not receive an initial test within 7 days of arrival at the laboratory must be placed in secure refrigeration units for short-term storage. Temperatures may not exceed 6 °C (42.8 °F). The laboratory shall ensure proper storage conditions in the event of a prolonged power failure. The Contractor agrees to conform to all requirements of Section 26.159 Assuring specimen security, chain of custody and preservation. B. Provide the standard 5 panel or 10 panel DOT and Non-DOT specimen analysis or analysis for other or additional drugs as specified by the Authorized User. Analyses are to be performed only by Substance Abuse and Mental Health Services Administration (SAMHSA) approved laboratories for employee drug screen testing following prescribed protocols, including both screening and confirmatory tests. Oral fluid testing (5 or 10 Panel) for drugs is an option for the Authorized Users to collect by their designated personnel, however these forms of testing are unacceptable without GCMS (gas chromatograph/mass spectrophotometer) confirmation for positive tests for employee testing. Oral fluid testing for offenders does not require a SAMHSA lab or confirmation. 5- panel tests to include: Marijuana, Cocaine, Phencyclidine (PCP), Amphetamines and Opiates (narcotics). 10-panel tests to include: Marijuana, Phencyclidine (PCP), Amphetamines, Opiates, Cocaine, Benzodiazepines, Barbiturates, Methadone, Propoxyphene and Methaqualone (Quaaludes). Expanded Opiates to include: Morphine, Codeine, Hydrocodone, Hydromorphone, Oxycodone, and Oxymorphone Provide Non-DOT oral fluid kits, testing and MRO services for employees. The Authorized User personnel will perform employee collections. The Contractor shall train participating Authorized User personnel at designated locations with backup training available. 1) GCMS laboratory confirmation required. 2) Oral fluid testing for 5 of 10 Panel drugs with confirmation required.
