Specifications include, but are not limited to: Provide and install a suitable Emergency Communications System for the schools in Isle of Wight County. The Emergency Communications System required by IWCS under this RFP is a centrally managed, Cloud based preferred, software application that provides for real-time emergency management and emergency communications system. The system preferred should require minimal IT support or special knowledge to implement or maintain. The system preferred should be able to be deployed on any customer desktop, laptop or mobile devices including Windows 7/10, Mac OSX and iOS/Android. As new users join the network such as teachers, substitutes and other staff; the preferred system should learn of their many possible locations and dynamically builds all of the ‘rules’ required to operate the various user interfaces. 3.2.2.1.1 The system shall be configurable to integrate with overhead paging, digital signage, video on demand systems, video surveillance systems, access control systems, door lock systems and more. 3.2.2.1.2 The system shall be capable of deploying devices designed to provide a visual and audio signal of an incident still in progress. These devices are deployed outside of buildings with approximately 1/4- mile visibility/audio range. The devices also serve in open areas in buildings such as auditoriums, gymnasiums, cafeterias, indoor pool, band rooms, bathrooms, etc. The devices can also deliver endpoint amplified voice alerts and tones designed to reach areas where overhead paging or intercom are weak or non-existent. 3.2.2.1.3 The system manages fully supervised wired or wireless deployed systems with back-up power on all proprietary wired or wireless devices and repeaters. It supports 2-way radio transmitters and when equipped, an emergency IP outlet for public safety. All of the above is fail-over optimized to provide for continuous operation during simultaneous power, network and cellular failures. During an extreme communication failure, the emergency network service survives and is only available to Public Safety. 3.2.2.1.4 Using a rules engine, the system shall orchestrate all elements of local and district wide processes that are formulated to communicate and manage local and district wide response to any hazard or alert requirement. 3.2.2.1.5 The system shall be purpose built for emergencies while providing support for many other alerts covering all hazards requiring a Public Safety response. 3.2.2.1.6 The system shall initiate all emergency functions in a manner that is ONE-BUTTON simple. 3.2.2.1.7 The system protocols shall be well defined and will aid any school in eliminating human error, confusion and missteps in the midst of chaos presented by an emergency. 3.2.2.1.8 One button drives all events needed to notify, lock-down or lock-out, signal and continually update all involved parties.
