PURPOSE: The Virginia Department of Transportation (herein referred to as “VDOT”) is soliciting bids from qualified firms to provide Elevator Inspection Services and Maintenance/Repair Services for VDOT Fredericksburg District Complex, 87 Deacon Road, Fredericksburg, VA. SPECIFICATIONS: All work shall be accomplished in compliance with all applicable federal, state and local laws, ordinances, rules, regulations, manufacture’s recommended procedures, industry standards and codes including the Virginia OSHA Standards and the Virginia Uniform Statewide Building Code issued by the Department of Housing, American National Standards Institute/American Society of Mechanical Engineers (ANSI-ASME) Standards A17.1, A17.2 Inspectors Manual for Elevator and Escalation and Community Development and the National Electrical Code in effect on the date of the purchase order. All work performed under this contract shall be done in a manner that will not adversely affect the integrity of the building’s structural, mechanical, electrical, fire protection and life safety systems or any other building features that will overload or render useless any portion of the facility. A. The Contractor shall provide Scheduled Preventative Maintenance service (to include ALL necessary parts, labor, supervision, equipment, transportation, tools, parts, incidentals, etc.) and On-Call Repair Services to include Urgent/Emergency Repair Service (to include labor, supervision, transportation, tools, incidentals) for the respective equipment components described herein in accordance with the original manufacturer’s design specifications, operational efficiencies and capacities. On-Call Repair and Urgent/Emergency Service work shall be performed on Time and Material basis. Work shall consist of providing preventative maintenance service and on-call repair service to include emergency service. Contractor shall also provide other ancillary duties such as maintaining proper maintenance records to ensure that the listed equipment is being maintained in accordance with manufacturer’s specifications. Contractor shall provide 24-hour phone monitoring service for each elevator to ensure that personnel will be able to contact the contractor for emergency egress service. Phone shall be tested monthly for proper operation. A complete set of current, legible schematic wiring diagrams for each elevator shall be maintained in its machine room. If any of the required schematic wiring diagrams are not available at the time the contract is awarded, it shall be the Contractor’s responsibility to notify VDOT, who will obtain them. At the end of the contract term, any schematic wiring diagrams provided in this manner shall remain the property of VDOT. Any and all circuit changes made by the Contractor shall be legibly marked on each applicable wiring diagram.
