The purpose of this request for proposal (RFP) is to solicit proposals to provide and implement a single integrated solution of Enterprise Resource Planning (ERP), Human Capital Management (HCM) and Utility Billing capabilities for Stafford County in Virginia, USA (referred to as “County” from hereon). This RFP provides Offerors with the relevant business, operational, performance, application, technical and architectural requirements of the solution. The County is looking for inherently integrated ERP and HCM capabilities within a solution and recognizes that Utility Billing capabilities (i.e., customer accounts, meter reading, customer billing, etc.) may not be a component of all ERP/HCM systems. Offerors are to propose an integrated solution package that can accommodate the requirements outlined in this RFP that may be a single solution and/or multiple solutions integrated together.
