This Statement of Work defines the scope, deliverables, and expectations for consulting services to guide and support the selection of an Enterprise Resource Planning (ERP) solution and implementation services for Human Capital Management (HCM) and Financial Management functions across Virginia Tech. This engagement focuses exclusively on pre-implementation activities and explicitly excludes implementation services. The vendor selected for this work will likely be ineligible to serve as an implementation partner for the ERP implementation project as described in Section 3.B of the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and their Vendors. The objectives of this engagement are to: Articulate a clear ERP modernization vision and guiding principles. Determine an optimal procurement strategy and solicitation approach. Map current-state major processes, identify constraints, and assess organizational readiness. Build a target-state model, implementation timeline, and business case. Assist in developing all required RFP/RFI documentation. Participate in a structured and transparent vendor selection process. The consulting firm will provide strategic, analytical, and facilitation services across the following areas: ERP Strategy Development: Define ERP modernization objectives aligned with institutional priorities. Develop a comprehensive solution scope.
