The purpose of solicitation amendment 0001 is to:
- Update 52.212-1 ADDENDUM INSTRUCTIONS TO OFFERORS verbiage under C. Quote Content and Format Instructions (pg. 48), to remove the requirement for a Signed SF 30, as this is a combined synopsis/solicitation and form SF 30 is not applicable.
- To publish/provide Questions & Answers received by initial Submission of Questions due date of 29 April 2025.
- To extend the initial Submission of Questions due date from 29 April 2025 to 13 May 2025, to allow for any potential additional Questions & Answers.
Except as provided herein, all terms and conditions outlined in the combined synopsis/solicitation remains unchanged and in full force and effect.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation: HE125425QE045 is being issued as a Request for Quote (RFQ). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 2025-03. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2(a). The NAICS code is 611430 and the small business size standard is $15.0 M.
Please review all attachments to this combined solicitation carefully. A list of line item number(s) and items, quantities, and units of measure for the base year, four (4) option years and the FAR 52.217-8, Option to Extend Services, are attached as well as a description of requirements for the items to be acquired and the dates and places of delivery and acceptance.
