The purpose of this RFP is to solicit sealed proposals from qualified offerors to provide the City with Consultant Services to perform a Disparity Study. General Requirements: The City of Hampton and Schools are soliciting proposals for the performance of a pro-active city and school system-wide Procurement Disparity Study. Said Study is to analyze all procurements made by the City of Hampton and Schools for the five completed fiscal years immediately preceding the study commencement. It must provide detailed procurement statistical analysis and comprehensive anecdotal information of purchases made from ethnic/racial groups for each of the relevant procurement categories traditionally accepted for analysis in procurement discrimination cases adjudicated in U.S. Federal Court over the past 15 years. The study must also provide similar information on the City of Hampton and Schools procurement from non-minority women and non-minority male owned businesses. The study should also contain a discussion of all relevant statutory and case law and a private sector procurement analysis. The study must also contain all relevant findings, conclusions, recommendations and an executive summary. Proposals will be evaluated based on prior relevant bidder experience and technical, management and cost elements of each proposal to determine the best value to the City of Hampton and Schools. An award may be made to other than the lowest bidder. Verbal interviews may be required of the finalist(s) prior to contractor selection. Negotiations may occur prior to award. The successful Offeror must complete the aforementioned study within one year or 12 months of contract award, to include a final draft and a subsequent final report. Monthly progress briefings/reports are expected and one or more final briefings must be made as subsequently prescribed by Hampton City and Schools. All such reports and briefings are to be included in the proposed firm fixed offer/price for this solicited Procurement Disparity Study. Additionally, the successful Offeror must be available to support and assist in the successful defense of any legal challenges resulting in the implementation of any remedial actions, which may be implemented following the completion of the aforementioned Procurement Disparity Study. Optional hourly rates for said support and defense should be priced separately and shall remain valid for at least a period of five years from the original contract award date resulting from this solicitation.
