This Request for Information (RFI) is issued solely for market research and planning purposes.
The Department of State (DoS), Office of Global Acquisition is looking for potential sources that can provide recommendations concerning policy, implementation, program execution, human resources, technical security, administrative management and or allocation of resources in support of the Diplomatic Security Branch. DoS seeks to identify vendors capable of meeting the requirements outlined in the draft Statement of Work (SOW), and desires feedback (comments and/or questions) from industry.
Attached is the draft Diplomatic Courier Support Services (DCSS) SOW, and Contractor Survey Sheet for interested vendor’s review and response. Responses will assist the Government in planning DCSS acquisition strategy for a potential future acquisition. The Government is not committed to issue a solicitation or award a contract because of this announcement.
The Government is seeking to gain knowledge of interest, capabilities, and qualifications, from both small and large businesses. Interested vendor’s that can demonstrate their ability, capability and responsibility to perform the requirements specified in the SOW, are encouraged to provide a capability statement containing the following information:
- Name and address of the company.
- DUNS number and CAGE Code (valid System for Award Management (SAM) is MANDATORY).
-Your company’s place of performance.
- Your company’s designated Point of Contact (name, phone number, and email address).
- Your company’s business size (small or large) (including any socio-economic status, if applicable). If claiming small business status, the information must be verifiable in SAM.
-Describe briefly the capabilities of your company and the nature of services provided. Include a description of your staff composition and management structure.
-Describe your company's experience on previous projects similar in scope and complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization support, and individual point of contact (Contracting Officer or Program Manager).
- Identify relevant GSA schedules your company holds.
- Explain your approach to matching candidates with our specific needs.
- Describe your onboarding and integration processes for contract staff.
- Outline your pricing models (e.g., hour rates, project-based fees).
- Provide any additional costs or fees associated with your services.
- What key performance indicators (KPIs) do you use to measure success?
- Provide a statement indicating whether the NAICS Code identified in this announcement is appropriate for the requirement.
- Provide comments, or recommendation regarding the draft SOW. *Please be sure to reference the SOW page number and section title, corresponding to the SOW that relates to your question and or comment.
Responses to this RFI notice must be submitted in writing by 11:00 AM EST, on Friday, June 13, 2025. Responses that are not specifically about the attached SOW will not be considered. No submissions will be considered after the specified RFI due date and time unless determined to be in the best interest of the Government, by the Contracting Officer. All responses to questions related to this RFI notice will be posted under the ‘Contract Opportunities’ link on http://SAM.gov.
Interested vendors are advised that it is their responsibility to review and monitor the website frequently to ensure they have the most up to date information.

Telephone inquiries will not be honored. Submissions after the allotted due date will not be responded to, due to time constraints of the procurement. All interested vendors must be registered in http://SAM.gov to do business with the Government. Interested vendors are encouraged to ensure their SAM.gov registration remains accurate and current.
Again, this information is requested for Government planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposal. The Government will not award a contract based upon responses to this announcement. The Government shall not reimburse or pay any costs for preparing or submitting information in response to this notice.
