The intent and purpose of this Request for Quote (“RFQ”) is to establish a multiple term contract through informal solicitation with qualified source(s) to provide open source intelligence (OSINT) for the purposes of mitigating potential security issues to Loudoun County School Board operating as Loudoun County Public Schools (“LCPS”). Specifications include, but are not limited to: STATEMENT OF NEEDS; 3.1 General Requirement: The selected vendor must be able to: 3.2 Search all open sourced information, data, and social media in compliance with U.S. law. 3.3 Ability to search deep and dark open source information not visible through traditional search engines. 3.4 Ability to search by a person’s name and or social media handles. 3.5 Maintain compliance with FERPA, COPPA, GDPR, and state and local laws regarding data privacy. 3.6 Ensure all data is encrypted both at rest and in transit to protect sensitive information. 3.7 Provide easily understandable and intuitive customized reports on open source information analysis for persons identified by LCPS as posing a potential threat in a timely manner. 3.8 Visually identify relationships and connections between persons. 3.9 Ensure source credibility and reliability. Reduce false positives with metadata optimization technology. 3.10 Minimize bias in the OSINT analysis to prevent reinforcing stereotypes or creating false narratives. 3.11 Provide a fillable form and electronic submission process for requesting customized analysis. 3.12 Save all search queries and set alerts for active listening to be informed of new developments. 3.13 Define LCPS assets such as persons, brands, facilities, and products to understand what we are protecting. 3.14 Provide training to all end-users. 3.15 Provide 24/7 customer service support. 3.16 Adapt to meet the needs of LCPS. Preferred ability to: 3.17 Regularly scan open source intelligence, information, and data to proactively identify potential threats and security issues. 3.18 Provide timely alerts to key leaders on any potential threats or relevant intelligence. 3.19 Create preset rules and keywords for continuous monitoring of all LCPS assets. 3.20 Provide unlimited searches. 3.21 Provide customizable dashboards and reports that visually represent trends, sentiment analysis, and emerging patterns.
