Specifications include, but are not limited to: A. The provider shall furnish all labor, materials, etc. to provide digital navigator services for the Broadband Accessibility and Affordability Office (BAAO), to include two to three (2-3) digital navigators and a marketing outreach program to run for potentially one to two years. B. The marketing effort will include: 1. Staff managed community engagement to assess engagement strategies for specific cohorts. 2. Preparation and maintenance of a website that will serve as a landing page for residents interested in affordable broadband, to include: a. Information regarding existing local resources, including County affordability programs and community partner digital inclusion programs b. An ACP eligibility widget, please see Attachment B: ACP Eligibility Widget Technical Guidance. c. A locator tool for residents to determine which ACP Qualified Internet Service Providers offer internet access in their area. d. A calendar for ACP Outreach events, to be interactive with community partners and Albemarle County Staff. e. A request form for residents interested in being contacted by a digital navigator. 3. Digital display ads and social media materials for targeted promotion and engagement on social media and digital assets. 4. Print media advertising efforts. 5. Banners and print materials for ACP Outreach events. 6. Design, production, and distribution of a direct mail campaign for approximately 7,000 households. 7. Production and distribution of public service announcements for radio and television, potentially utilizing provider targeting. 8. Materials must be provider agnostic and should not include provider branding or images. C. Preparation and maintenance of a Customer Relationship Management (CRM) program to track resident contacts and outcomes, to include reporting features for summarizing outreach activities. D. Preparation of workflows and assignments for digital navigators. E. Event planning and support for two to three (2-3) ACP Outreach events (potential for approximately 150-200 attendees) located near target populations, to include: 1. Attendance of one to two (1-2) digital navigators; 2. Laptops and tablets to be available for use assisting residents in ACP enrollment; 3. Hotspots or other connectivity solutions to provide access for staff devices, along with resident use during sign-up activities; 4. Coordination with community partners to ensure digital inclusion efforts from partners are available at the event; 5. Provider attendance at events is welcome, but events should be provider agnostic and all possible providers for an area should be invited to attend.
