This is a Request for Quotation (RFQ) to provide a digital microscope as required in the attached SOW and supplemental documents. This Is a Brand Name or Equal Purchase. This solicitation is synopsized in accordance with the policy and procedures regulated under the FAR 13. This announcement constitutes the only solicitation and quotations are being requested.
This procurement is set aside for Total Small Business under the NAICS code of 334516 with the size standard of 1,000 employees.
Interested offerors are requested to submit price quotations, and fill out solicitation commercial provisions. Price quotations shall describe the product’s salient characteristics or specifications listed in the SOW.
Basis for award: Award will be made to the responsible offeror whose quotation conforming to the solicitation requirements represents the best value to the Government, considering the technical factor and price. Best value means an acquisition process that results in the most advantageous acquisition decision for the Government. This will be determined by a lowest price technically acceptable evaluation process that allows the Government to make the award to the responsible offeror whose quotation is lowest price technically acceptable.
The IRS contemplates to award a firm-fixed-price delivery order resulting from this solicitation without discussion. Therefore, offerors are encouraged to submit the best terms in your initial quotations. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The offerors are required to submit the quotations electronically onto GSA eBuy website before the closing of the solicitation. Quotations submitted through phone calls, mails, or emails shall not be accepted or considered. Quotations received after closing of the solicitation shall not be accepted or considered.
Any questions about this solicitation are required to be submitted electronically via email to Mach.Ngo@irs.gov at least 1 business day before the due date for receipt of quotations (stated in block 8 of the SF 1449). After this date, the Government will make every effort but cannot guarantee that questions submitted will be answered before the RFQ closing date.
